Background

Mr. Jeremy Todzia was appointed by the Board of County Commissioners (BOCC) to the Calvert County Ethics Commission. It was later determined that he was also appointed to the Calvert County Republican Central Committee to complete the remainder of his predecessor’s term. He has now, also, filed as a candidate for the position at the expiration of his current term.

Discussion

Calvert County Code (CCC) § 41-6.A. prohibits an Ethics Commissioner from being a “candidate or elected official”. However, prior to removal of an Ethics Commissioner, the commissioner to be removed has the right to “be heard by the County Commissioners” (CCC § 41-6.E). Mr. Todzia insists that be heard publicly. Accordingly, Mr. Todiza shall be heard by the BOCC at 8:00 am on March 24, 2026. His comment time shall be limited to 10 minutes. Additionally, the BOCC has directed the County Attorney’s Office to address Mr. Todzia and direct his comments address the relevant inquiries, which shall be provided by the County Attorney’s Office to Mr. Todzia at the commencement of his comments. No further witnesses shall be allowed. It is anticipated that the BOCC shall deliberate in closed session.
