Background

The Calvert County Department of Community Resources , Office on Aging division provides a variety of health and wellness programs for older adults in the county. Many of these programs are offered in partnership with local providers and community agencies to ensure comprehensive and accessible services.

In early 2023, the Office on Aging and the Calvert County Health Department launched the “Highway to Health” program for county residents. The mobile outreach initiative has since been rebranded as “Destination Wellness” and continues to provide health screenings, health education and connections to local community and health care resources.

Through this partnership, older adults can access these services at their local senior centers, increasing accessibility and promoting wellness in the community.

Discussion

The Office on Aging plans to further support older adults by providing the Health Department with facility space in senior centers, coordinating parking for the department’s outreach van and promoting the program.

Maryland Relay for Impaired Hearing or Speech: 1-800-735-2258 Memorandum of Understanding Calvert County Health Department And Board of County Commissioners of Calvert County, Maryland This Memorandum of Understanding (MOU), effective as of October 7, 2025, is between the Calvert County Health Department, through its Outreach and Education Division (CCHD) and the County Commissioners of Calvert County, Maryland (the “County”), through its Office on Aging (OOA) division, to deliver health screening services to Calvert County residents. The goal is to expand community resources for Calvert County residents aged 50 and older. NOW, THEREFORE, in accordance with the terms and conditions of the MOU and other good and valuable considerations, the receipt of which is hereby acknowledged by the parties, the parties agree to the following: The County, by and through the OOA, agrees to: • Provide space at Calvert County Senior Centers for the CCHD to conduct the health screening Program through December 31, 2026. Health screenings include blood pressure, cholesterol, diabetes (including A1c), and mental health. The OOA Program Manager or Division Chief and the CCHD must agree upon dates, locations, and arrangements. • Provide facility space inside Senior Centers for the health screening services. Facility usage must be agreed upon by the OOA Program Manager or OOA Program Specialist at each Senior Center. • Provide advertising for the health screening services via print and social media. CCHD agrees to: • Provide CCHD staff to facilitate the Program at Calvert County Senior Centers. • Provide all materials for Program facilitation and implementation. • Provide attendance records for the health screening services to the OOA Program Manager or OOA Program Specialist at each Senior Center site. • If applicable, provide Blood Pressure Screenings to participants, provided the participant signs the Calvert County “Participant Release of Liability and Assumption of Risk Agreement.” • If applicable, provide A1c Screenings provided the participant signs the Calvert County “Participant Release of Liability and Assumption of Risk Management.” • Submit completed “Participant Release of Liability and Assumption of Risk Agreement” forms to OOA staff at the time of service. CCHD will, as staffing allows, work toward: • Providing intake forms to interested participants. • Conducting assessments for Depression. TERMS: This Agreement shall be effective January 1, 2026, through December 31, 2026, and may be renewed for one-year terms pursuant to the terms and conditions outlined herein, unless the parties agree, in writing, to amend the terms and conditions as set forth below. MODIFICATIONS: If there are changes to the program, this Agreement may be modified by the parties hereto, however, no amendment or modification shall be made to this Agreement unless it is in writing and signed by all parties. SOVEREIGN IMMUNITY: By entering into this Agreement, the County and its "employees," as defined in the Local Government Tort Claims Act, §§5-301, et seq. of the Courts and Judicial Proceedings Article, do not waive sovereign immunity, do not waive: any defenses; any limitations of liability as may be provided for by law; or any provision of the Local Government Tort Claims Act. THIRD PARTY BENEFICIARY: It is specifically agreed between the parties executing this Agreement that it is not intended by any of the provisions of this MOU to create in the public or any member thereof, third party beneficiary status in connection with the performance of the obligations herein without the written consent of the County and notwithstanding its concurrence in or approval of the award of any contract or subcontract or the solicitation thereof in fulfilling the obligations of the MOU.
