Background

Each year, the Calvert County Board of County Commissioners submits a transportation priority letter to the Secretary of the Maryland Department of Transportation (MDOT) for consideration in the State’s six-year capital transportation budget, known as the Consolidated Transportation Program (CTP).

Counties establish their transportation priorities, prepare local and regional priority letters and submit them to MDOT in the spring to inform budget deliberations conducted over the summer. MDOT publishes the draft CTP in the fall, identifying proposed funding allocations for the upcoming fiscal year and future years within the six-year program.

Discussion

In the previous cycle, MDOT introduced a pilot prioritization process with no funding available for surface transportation capacity-enhancing projects.

For the upcoming CTP priority letter process, local jurisdictions are requested to submit traditional signed priority letters and enter requests through a new online portal. MDOT is requiring counties to categorize project requests using only key terms that they have predefined. The draft letter is attached for the Board’s consideration.
