Background
At the Board of County Commissioner (BOCC) regular meeting on March 3, 2026, Amazon Web Services (AWS) briefed the BOCC on the compan y’s interest to develop a data center on the Constellation Energy property in Lusby. At the conclusion of that presentation the BOCC approved a motion to initiate the process of establishing a moratorium on data center development.
Discussion
To move forward with implementing the moratorium, staff will draft proposed ordinance language for BOCC consideration. Following review and discussion, the BOCC may direct staff to revise the language or proceed to a public hearing.
To assist in drafting the ordinance, staff requests the BOCC provide guidance on the following:
- Justification and intent of the proposed moratorium - Duration of moratorium - Scope of actions and approvals to be prohibited
