Background
On Oct. 7 2025, a public hearing was held to deobligate state funds awarded to the county by the Maryland Department of Housing and Community Development (DHCD), through the Office of Statewide Broadband (OSB), under the Home Stretch Difficult to Serve Properties Program.
This action was necessary due to a reduction in qualifying homes under newly introduced eligibility requirements by OSB. As a result, funds were deobligated and an updated agreement with DHCD was executed.
Discussion
A corresponding agreement with the internet service provider (ISP), Comcast, is required to formalize the deobligation. The county has received the first amendment to the agreement with Comcast, which has been reviewed for legal sufficiency.
