Background

On April 7, 2026, staff delivered a presentation on debt as part of the county budget, and discussed the existing Debt Affordability Model that incorporates conservative revenue and growth assumptions and projects long-term capacity.

When addressing the additional capital requests identified, including Volunteer Fire -Rescue- EMS apparatus and facility needs, turf fields at all four high schools and other enhancements , the Board of County Commissioners directed staff to work with our financial advisors to explore options around the County’s financial framework, including including how changes could affect affordability, timing and long-term capacity.

Discussion

Staff will discuss the preliminary guidance from our financial advisors and present recommendations for the Fiscal Year 2027 capital budget, to be reflected in the Commissioners Recommended Budget.
