Background
The Transferable Development Rights (TDRs) Reserve Program allows citizens to sell and purchase TDRs through the county government instead of through private buyer/seller negotiations. The program operates as a revolving bank to continually purchase development rights from TDR owners and sell them to individuals and developers who need them. Per county code the TDR Reserve (Reserve) may resell TDRs only to be applied to project s pending approval by the Department of Planning & Zoning.
Discussion
Solomons Condo Project, LLC has applied to purchase a total of 11 TDRs from the Reserve at a price of $6,000 per TDR , for a total of $66 ,660, including $660 in administrative fees . The TDRs are required for final approval of its residential mixed-use site plan application.
