Background

The Department of Parks & Recreation is requesting authorization to submit an application to the Maryland Department of Natural Resources for funding through the Local Parks and Playgrounds Infrastructure Program for improvements at Hallowing Point Park, located at 4755 Hallowing Point Road in Prince Frederick.

Discussion

Hallowing Point Park is an 81-acre community park that provides a range of recreational opportunities, including athletic fields, courts, trails and community gathering spaces. The existing basketball court is heavily used but has exceeded its useful life and requires rehabilitation. The current surface and associated infrastructure show significant deterioration, including cracking and surface failure, which affects safety and usability. This project represents the first phase of a multiyear effort to restore and enhance basketball amenities at the park. The proposed scope includes resurfacing the existing court, repairing underlying infrastructure as needed, replacing basketball goals and equipment and restriping for regulation play. Improvements will also support accessibility and circulation within the site in accordance with Americans with Disabilities Act (ADA) standards. This project aligns with the adopted Hallowing Point Park Master Plan, which the Planning Commission found consistent with the Comprehensive Plan and supports continued investment in maintaining and enhancing existing park infrastructure.
