Background
The Transferable Development Rights (TDRs) Reserve Program allows citizens to sell and purchase TDRs through the county government instead of through private buyer/seller negotiations. The program operates as a revolving bank to continually purchase development rights from TDR owners and sell them to individuals and developers who need them. Per county code the TDR Reserve (Reserve) may resell TDRs only to be applied to projects pending approval by the Department of Planning & Zoning.
Discussion
