What analysts say
No independent (CBO/CRS-style) analysis exists for county measures. The nearest analog is the sponsoring department's own assessment, from its staff memo — self-reported, not independent:
Fiscal Impact (staff-reported)
There is no immediate fiscal impact from receiving this presentation. However, future Board direction, based on Davenport’s analysis, could have a material fiscal impact, depending on the use of fund balance, the timing and size of bond issuances, the reimbursement strategy, project prioritization and the selected amortization structure. These decisions may affect General Fund reserves, annual and total debt service costs, debt affordability ratios and credit rating considerations. Any future financing action will be brought back to the Board with updated fiscal impacts before approval.
Conclusion/Recommendation (staff-reported)
The Department of Finance & Budget requests the Board of County Commissioners' direction on any items relevant to planning for future capital investments.
