What the bill says
On the agenda for Board of County Commissioners — 2026-06-09 — 2026-06-09. Agenda section: CONSENT
Background
Maryland counties provide financial support for the maintenance, repair and improvement of locally owned roads, bridges and related infrastructure. Distributed through the State's Transportation Trust Fund, Highway User Revenues (HUR) help local governments meet ongoing transportation needs without placing additional burdens on local taxpayers. For counties, HUR funding supports essential public services by maintaining safe and reliable transportation networks that connect residents, businesses, schools and emergency services. As construction costs, material prices and infrastructure demands continue to rise, these revenues play an increasingly important role in preserving local roads and addressing long-term capital improvement needs.
Discussion
Effective July 1, 1993, House Bill 722 -93 revised Section 8-406 of the Transportation Article to require recipients of Highway User Revenue funds to certify annually to the State Highway Administration that distributed funds are being used and will continue to be used, in compliance with all applicable laws.
